Barbara Anne Castle, Baroness Castle of Blackburn, was one of the leading figures of the British Labour Party in the postwar era. Trained as a journalist and a Member of Parliament from 1945 to 1979, she built a longstanding political partnership with Harold Wilson and held several cabinet posts, including Minister of Overseas Development, Minister of Transport and, notably, the only woman to serve as First Secretary of State. As transport minister she led concrete road safety reforms — introducing permanent speed limits, breath-testing for drivers and mandatory seat belts — and later, as Secretary of State for Employment, she championed controversial changes to trade union regulation. She played a prominent role in the fight for equal pay, supporting the Ford machinists and helping secure passage of the Equal Pay Act. In the 1974–76 government she headed the Department of Health and Social Security, where she promoted Carer’s Allowance and advances in child social protection. After leaving the House of Commons she represented the United Kingdom in the European Parliament (1979–1989) and sat in the House of Lords. Her legacy is that of a reforming, combative politician central to the modernization of British labour and social policy.
