Dina Ercilia Boluarte Zegarra is a Peruvian politician, civil servant and lawyer who rose to national prominence as the first woman president of Peru. Before that, she served as first vice president and minister of Development and Social Inclusion in Pedro Castillo’s government, and was a long‑time official at the National Registry of Identification and Civil Status (RENIEC). She earned a law degree from the Universidad de San Martín de Porres, where she also completed postgraduate studies.

Her accession to the presidency took place in December 2022 amid a severe political crisis: after then‑president Castillo’s attempt to dissolve Congress, Boluarte assumed the office during a period of intense protests and instability. Her government was marked by social confrontations, investigations into possible crimes related to repression, and allegations of violence in places such as Ayacucho and Juliaca.

Politically, Boluarte sought to form a cabinet many described as technocratic and built alliances with conservative sectors of Congress and with the Armed Forces, a stance that drew strong criticism and raised questions about her popularity and legitimacy. Her public career is defined by the rapid shift from civil servant and vice president to central figure in a prolonged institutional crisis, a legacy that remains controversial.
