Hans-Joachim Ernst Riecke was a German Nazi politician who held prominent posts in the administration of the Third Reich, particularly in agricultural and economic affairs. Trained as an agronomist, he rose through party and state structures in the Rhineland and Westphalia, serving as a member of the Reichstag and as a state minister in Lippe at the start of the regime. From the mid-1930s he joined the Reich Ministry for Food and Agriculture, where he became a close collaborator of Herbert Backe. During World War II, Riecke was a key figure in planning and implementing occupation policies in the East. He headed agricultural sections of the Eastern Economic Office and the Ministry for the Occupied Eastern Territories, and took part in formulating the so-called Hunger Plan, which diverted supplies to Germany at the expense of the occupied civilian population, causing widespread starvation. After 1945 he was detained, testified at the Nuremberg trials and faced denazification proceedings, initially classified as an offender and later reclassified as a follower and fined. In the postwar period he worked in the private sector connected to the global trade in agricultural products and maintained administrative ties with the foundation and company Toepfer until his retirement.
