William Pettus Hobby Jr. is an American politician and public administrator whose public career is best known for a record eighteen-year tenure as Lieutenant Governor of Texas (1973–1991). A member of the Democratic Party, he was the last lieutenant governor elected to a two-year term and the first elected to a four-year term after a constitutional amendment changed the length of statewide offices. Known for parliamentary skill and fiscal management, he promoted budgetary reforms such as zero-based budgeting and a requirement for fiscal-impact reports before votes. During his tenure he supported and helped secure approval for significant programs: a health-care plan for the indigent, a state water resources plan, and the 1984 school-finance reform, which introduced teacher testing and the “no-pass, no-play” rule. He also served on boards dealing with energy, special education, criminal justice, and mental health, contributing to the creation of the state Department of Mental Health and Mental Retardation. Before and after public office he was involved with the family newspaper as an executive of the Houston Post and held positions in academic and business organizations, including leadership of the University of Houston system, seats on corporate boards, and philanthropic activities supporting the arts and libraries. He published memoirs about his political experience.
