By Rocha Pombo: During this procession through the streets, there were continuous acclamations for Deodoro and the troops, and the most vociferous manifestations of rejoicing. All those events had occurred, and yet what was felt, almost like an oppression, was that doubt and uncertainty about what was being done hung in the air. The Emperor had come down from Petrópolis; and it was known that in the city palace they were still striving to organize a new ministry. It was necessary to get out of that anguished trance. Every passing minute could give rise to unforeseen situations that might complicate so grave a moment. By three in the afternoon, a large crowd filled the City Council building; and there the Republic was solemnly proclaimed (but it does not say at what time this formally took place there). A record of this was drawn up, which was then taken to the leader of the revolution, asking him, in the name of the Brazilian nation, to sanction the people's vote. On the 16th, Marshal Deodoro's message was presented to the Emperor, communicating what had just been done, and ordering him that within 24 hours he make the sacrifice of leaving the country with his entire family.

Historian and Member of the Historical and Geographical Institute of the then State of Guanabara, city of Rio de Janeiro – (It is worth remembering that the Proclamation of the Republic took place in Rio de Janeiro), where more faithful data about its historical and geographic facts are found. On November 15, 1889, the culmination of the military question, Marshal Deodoro da Fonseca, at the head of the soldiers and instigated by the republicans, overthrew the ministry organized a few months earlier by the Viscount of Ouro Preto. The episode almost became a "journée des dupes" (day of dupes) for the republican party. Deodoro did not, positively, give his coup d'état any subversive character against the regime. It is true that the Republic was virtually instituted from the early hours of the 15th. But there was no public and definitive act establishing the new regime, and its supporters were restless, affirms Tobias Monteiro, "in the absence of a positive act that proclaimed the Republic. From mouth to mouth passed confidences, fears of a disappointment. It was said that, after the fact was consummated, the leaders of the military movement had faced the gravity of the situation and hesitated to shoulder the responsibilities of a subversion of the regime. The manifestation of the City Council would have been worth nothing," if that were the reality. In those conditions, Mr. Glicério, gathering those who appeared and, with all of them, setting out at the head of many people, directed themselves to Deodoro's house. Mr. Glicério recalls that among his friends were Messrs. Alberto Torres and J. A. Magalhães Castro. It was the latter who spoke on behalf of those present, in front of Benjamim Constant, who had appeared at the window. It was the republicans' intention to provoke declarations, and Benjamim Constant's response came to justify the apprehensions they nurtured. He did not make any categorical statement and even declared that the new Government would consult the nation in due time, so that it could decide its destiny. Only at dusk on the 15th was everything resolved. Deodoro finally consented to the establishment of the Republic. (This, therefore, the formal astrological moment of the Proclamation).
