Richard Llewellyn Williams is a career U.S. diplomat whose work spanned more than three decades, with a focus on East Asian foreign policy. He joined the Foreign Service in 1956 and held key posts in China and Hong Kong, including opening the U.S. Consulate General in Canton (Guangzhou) — the first American consulate on the Chinese mainland since the 1940s — and serving as Consul General in Hong Kong from 1990 to 1993.

He was the first U.S. ambassador accredited to the People’s Republic of Mongolia (1988–1990), at a time when bilateral relations were still new. At the State Department he led the office for Chinese and Mongolian affairs and played a central role during the crisis triggered by the Tiananmen Square events in 1989, providing briefings and recommendations to the Secretary of State and coordinating a large task force to assist American citizens in China.

After retiring in 1994, he taught graduate courses on China at U.S. universities. His career combines hands-on diplomatic experience, negotiation in sensitive contexts, and contributions to academic understanding of contemporary Chinese politics.
