William Penn was a religious leader, writer, and the founder of the Province of Pennsylvania, a notable figure in the Religious Society of Friends (Quakers). A defender of religious freedom and democratic principles, he organized the colonization of a territory that would become the present-day states of Pennsylvania and Delaware, promoting policies of tolerance and representative government. Under his direction the city of Philadelphia was planned and founded, laid out on a grid with numbered streets and cross streets named for trees — a reference to the meaning of Pennsylvania, “Penn’s Woods.” Penn negotiated treaties with the Lenape peoples and sought relatively peaceful relations between colonists and Indigenous peoples. Author of religious and political works, he wrote on peace among nations and proposed supranational deliberative institutions, anticipating ideas for a European assembly. Imprisoned in London for his faith, he produced influential texts such as No Cross, No Crown. His principles of government and tolerance influenced political practices that later served as reference points in constitutional debates in the United States. Legacy: remembered as a pioneer of religious liberty, urban planning, and democratic and pacifist thought in the colonial English-speaking world.
