Giovanni Giolitti was an Italian statesman who led the government in five terms between 1892 and 1921, becoming the longest-serving elected prime minister in Italy’s democratic history. A central figure of the Historical Left and of liberalism, Giolitti dominated Italian politics in the early twentieth century, a period often referred to as the “Giolittian Era.”
His political method rested on trasformismo: building flexible, centrist coalitions that neutralized the extremes and sought to maintain institutional stability. On the economic and social front he promoted a series of progressive reforms and state interventions, including tariffs, subsidies and the nationalization of services such as railways and telephony.
Giolitti’s actions combined liberal concerns with a strong pragmatic approach to public administration, aiming to reconcile conservatism and social advances to preserve the established order. At the same time, his leadership drew criticism — opponents accused him of authoritarian practices, clientelism and complicity with electoral irregularities — and his legacy remains debated among historians.
Born in Mondovì in Piedmont, he graduated in law and built a career in the civil service before entering Parliament and rising to lead the government, leaving a lasting mark on the consolidation of the Italian state after unification.
