Jean Paul Pierre Casimir-Perier was a French statesman from the upper bourgeoisie, connected to a family of bankers and industrialists with a long political tradition. Trained in letters and law, he began his public career as his father’s secretary and, from 1876, repeatedly represented the department of Aube in the Chamber of Deputies, distinguishing himself as a center‑right republican. He held executive and parliamentary leadership posts: Undersecretary of State for War, president of the Finance Committee, vice president and later president of the Chamber. As head of government from December 1893, he sought a moderate majority and temporarily took on the Ministry of Foreign Affairs. His cabinet faced a wave of anarchist attacks and approved repressive measures known as the “lois scélérates.” On the international front, the Franco‑Russian alliance was signed during his tenure, at that time kept secret. Elected President of the Republic in June 1894, Casimir‑Perier soon came up against the constitutional limits of the office and strong hostility from the left, which viewed him as a representative of reaction and industrial interests. Marginalized in government affairs and shaken by his unpopularity, he resigned the presidency after six months, leaving a legacy of political frustration regarding presidential powers in the Third Republic.
